Why does it say I didnt beat the game on legendary

I was playing some halo 3 today, and I noticed that on my service record it says I only beat the game on normal, even though I beat it on legendary. I have to armor and achievements to prove it too. That is really weird. Is it possible you did the campaign on legendary before you got an Xbox Live account? Halo 3 will have problems with data if that is the case. If so you’ll need to restart.

no, i did the whole campaign on co-op with my friends. is that why?

If you did not do it on solo, that is probably why. If I were you I would do it on solo anyway. That way you can say you did it, and it will fix your original problem.

You played it by yourself then played it on co-op. You have to do it either entirely by yourself or on co-op.
