Never really had a reason to talk. Thank god the folks in the game read body language or just simply liked talking out loud lololol
He took a vow of silence before he joined up. He’s very serious about keeping that vow too. Except a few grunts and groans but I don’t think they count.
Because he is afraid he will sound like an idiot and make a fool of himself.

Some sort of PTSD from a traumatic event.

When he was a child he was kidnapped by a squad of brutes who tortured him for years upon years. His yells from his agonizing pain wore out his vocal cords and could never speak again, He escaped the brutes and joined the UNSC in the year 2547 at the age of 23. Then he swore vengeance on the covenant in hopes of tracking down those brutes to get revenge for all they did to him. The only sounds he can make now are grunts while under immense pain.
The reason he sleeps all the time is because he was kept up for all those years while being tortured,
now he’s catching up on some lost rest :3

he’s just a suit of armor, so he can’t speak.
Why would he talk. Maybe because he is scared to talk?
He had his vocal cords severed by an energy dagger weilding elite general! In return he shoved a grenade down the elites throat followed by several pounds of hunter stool!

Literally half of them have access to time travel.
