Well, in Halo 4, it was because 343i did not make models, animations, and code in the M6G, and a few other weapons such as the MA5C, the BR55HB and the better looking old school MJOLNIR Mk. VI.
I always thought that the variety of weaponry was because the UNSC had a Warhammer moment and decided to supply a lot of various versions of the original weapons. So some divisions have the MA5C, others had the MA5B, some have BR55s, others have the BR55HB, and some use the cross branch armor, others use the H3 armor.

He is talking about the lore. The Expanded Universe and why the UNSC fields so many variations of the same basic weapon instead of keeping with one universal version.
Why do we have seven different frigates or cruisers?
Why is there five assault rifles?
Why two rocket launchers?
Why have marines when we have ODSTs?
Why have ODSTs when we have Spartan-IV’s?
Everything has a role in the military. It’s because of this the marines use the battle rifle while the army uses the DMR.

This is one of those situations where you just need to suspend disbelief. Characters within the story are obviously not going to notice the mechanical changes from game to game. If you wanna go this route, then I think it’s a bigger problem that in H3, Reach and certain parts of H4 you went between chapters of a mission and had your weapons reset…whaaaa?

Halo 4 had a great story, bland campaign levels/gameplay, and a decent multiplayer that failed to appeal to the competitive crowd, or hold my attention for particularly lengthy periods of time.

That is unclear too, because we have seen marines holding it, but we didnt see the new rl in the campaign
ODSTs are basically the elite versions of marines
Spartans are very expensive, and the odsts are like the cheaper, ok versions

Gameplay isn’t considered canon in most cases, chances are all the Magnums get better as time goes on or have unique attributes.

Do you really want to continue using the popcorn gun?
Also, it’s easier to reuse existing in-game assets to represent an older version than create an entirely new one. It’s like how in the Prologue for Halo 4 all of the Spartans are using Chief’s custom Mark VI rather than the canonically correct Mark IV or Mark V.

Just because they’re semi auto, it doesn’t make them a magnum. Heck, the BR isn’t even semi, it’s burst. They all have advantages over one another.

The campaigns aren’t 100% canonically consistent. Halo has an ever changing canon that Grim has compared to Batman before. Wayne manor looks different depending on writer/ artist combo. But two different stories told can still be canonical even if Wayne Manor looks different.
Ever been to a gun store? There are options.

(Aside from the Halo 3-4 change) just look up how the the M118 “bullet” has changed! (Which interestingly is still the marksman round of choice 500 years later, no doubt quite different our modern FMJ-BT).
As for the H3-H4 change I’d just hand wave it by considering Cortana had 7 years of basically NOTHING to do and at probably a few trillion cycles a second, if she pondered how to improve upon John’s pistol per say, she probably would have made plenty of internal changes via nanobots that only altered the external appearance slightly. Once again hand waving, but it can be fun with the right approach.

So if I counted correctly there are 13 different versions of the magnum, and the first version we ever saw was the best. Everything else just ruined the base design? That makes sense.
