They look “more stupid” due to art style changes. Though that might be in the eye of the beholder.
They also sound the way they do now because the same actor who voiced the brutes in past halos is now the primary elite voice.

Maybe your eyesight and hearing had its toll and its going 
I hate the anatomical changes which make the elites look Brutish and lumber around in cutscenes. NOTE: during gameplay the Elites stand up straight up and look much better.
Yeah, they also sound like discount brutes too,

This exactly, I loved the Halo Reach Sangheili.

I really wish they’d mix the artstyles, having multiple models coded so for elites the reach and 4/5 models are both there. The game chooses which one to spawn and then chooses to give it the reach armour or the storm armour. So you can have the big bulky elites in the slender reach armour and vice versa. They need to stop making elites look so clumsy, they train from the day they can stand they know how to fight, show us that they know -Yoink!-.
Then Jackals, there are three subspecies, the slender jackals from halo 1-reach, the Skirmishers only in Reach. and then more reptilian jackals in 4-5. If they did the same thing where the game chooses which to spawn between the 1-reach and 4-5 jackals while skirmishers are set since they differ extremely. And then they could more diversity, jackals are ambidextrous so they can use either hand to shoot and give the reptilian jackals are more aggressive AI while the slender ones are more defensive. AND male and females are in the military, males have spines and feathers while females have hard plates on their necks. This would make jackals so much more visually pleasing to fight.
Give grunts their masks back as another random one as well as the triangle backpacks

In the past halos, the brutes actually sound smarter than 343’s elites

That they do. Elites in Halo 5 are far more brutish than any Brutes I have seen so far. Hell, one of the Elites ordered another to throw all of the Grunts out of the airlock… Even Brutes aren’t THAT cruel. The most they would do is eat one or something.
