I can understand why they would before - they were navy special weapons and tactics, But now they aren’t. SPARTANs are now a completely different arm of military, now as different from the Navy as the Army is. THEY should still answer to the Office of Naval Intelligence.

the spartan branch is like america’s special operations division, which includes the navy’s DEVGRU (Seal team six) and the army’s delta force, both of which often work with the CIA’s special activities division, which is what ONI is essentially likened to.
S-II should still be under navspecweap section three (ONI sec 3). But there is rivalry with other commands that after the FoR acquired de facto the S-II.
S-III may have fallen in the Spartan Branch.
S-IV are Spartan branch but not all of them, some work directly in ONI divisions.
ONI can take units of the Spartan Branch for its mission, as they do with navy and army units.
CINCONI can also order Infinity on how to use its fireteams, being Infinity half ONI and half Navy, with usual predominance of the former.

I don’t get. I thought the UNSC was the milli try space arm of the UEG. United earth government. how does ONI own them? I thought the navy owned ONI? As jt does in present day. I hope you know there is a PRESENT day ONI.

I like this thread because it’s less of a gripe with lore, and more of lore playing out in real life. I’m 99% sure there are plenty of people in the halo-verse asking “Why do spartans still answer to Oni?”
To a certain extant, I liked ONI too. But that was until the Karen Travis Kilo-5, where ONI under Parangosky instigated the Storm-Swords of Sanghelios conflict in an effort to squash the potential threat both the remaining Loyalist Covenant and Seperatists posed to their control over the postwar galaxy.
And then Osman under Parangosky’s shadow ordered the execution of Dr. Halsey, with Commander Palmer at the trigger.
I had hoped that we’d face off against ONI, but there are aparantly bigger threats in the galaxy now.
In Halo Initiation, Commander Musa-096 divorced the Spartan-IV program from the Navy and more specifically Naval Intelligence (ONI), but the Spartans still take assignments from ONI just they have more leniency on what they do.
