Why do shoulder pads unlock individually?

It’s annoying that I have to spend two battle pass levels to unlock the same shoulder pad just so I can wear them.

The sad part is, I half agree that yeah video games shouldn’t necessarily NEED a whole ton of progression just to be fun, but those people fail to acknowledge that having a rewarding, long term progression system really helps people set goals, have something to look forward to, and extends the fun of most games.
