So, everyone wants sprint for a “fast” modern shooter.
I’m just wondering, why didn’t we just set base movement speed to 130% of what it is by default? Those who claim normal movement is too slow would be happy then, and those of us who dislike sprint would be happy as well.

Bungie started the sprint phenomenon. 343 is taking it and using it. Simple. Game is built around it, not going anywhere.
Increased movement speed does not replace sprint. Sprint adds extra tactical depth and immensely helps for combination with jumps and clamber and such. Additionally, most of the Spartan Abilities are tailored around Sprint.
Also what the other guy said…Supersoldiers fastwalking? That would be odd, especially the animation. If the animation was just running…well…then it would just be permanent sprint because the GEN2 overrides the safety protocols in order to allow to sprint, so it wouldn’t make sense.
Honestly i’m pretty convinced that the only reason you don’t like sprint is just because it’s sprint, for no good reason.
You’re OK with more movement speed but when it’s Sprint specifically you don’t like it?

If by tactical depth you mean fleeing or running up and beating someone down…
I will never get the “sprint helps with jumps” argument. In this context, all sprint is doing for the jump is giving you adequate speed to pull it off. Guess what also does that? Having adequate speed to pull it off. If someone sprints at 10 mph, or walks at 10mph, they are still capable of making the same exact jumps. The argument that sprint is somehow required for these abilities makes no sense.

How so?
Halo without sprint is a game where the “platforming” can be done during and in combination with combat. Halo with sprint is a game where those two things can only be done separately.
That takes away immensely from the tactical depth of the game.

Extrapolating on this, then Sprint makes no difference than faster move speed either. Because if it takes 1 second sprinting to round a corner, and it takes 1 second at 130% move speed, same effect. Sure, it may take a millisecond to decide to click in the sprint than simply move it forward, but people fail to see Sprint or no Sprint makes no difference. If anything, it adds depth to understand when to use Sprint.

Because it doesn’t.
If you were going to flee in a game with 130% speed, you’re going to do the same in a game with sprint instead.
“Knowing when and when not to sprint” is not a skill gap.

Faster movement speed doesn’t limit your combat potential, nor does it create a giant disparity between forward movement and backwards/sideways movement like sprint does.
Two people are in a room. One has a CQC weapon.
In Halo 3, the guy without the CQC weapon can back away only like 10% slower, still having time to fight.
In Halo 4, he’s backing up at like half the speed that the guy with the CQC weapon is sprinting towards him.
If I want to reach cover, I can’t strafe and engage my opponent in the process. I have to turn and sprint forwards to cover, as one can’t very well sprint sideways. Thus promoting more passive play.
A guy sprints away. I either sprint after him with my gun lowered, or I fire as he gains distance.
There are several differences between base movement and having sprint in the game. If there weren’t people wouldn’t be begging for the mechanic to begin with.
An over-exaggeration of increasing base movement speed: Just imagine what would happen if HCE had 1,000,000,000 x standard movement speed and HCE Pistols.
Increasing base movement speed would make lateral movement OP and skilled players untouchable. Sprint moves only in one direction and charging gets you killed.

We are not asking for an increase of 1,000,000,000 x movement speed, we are asking to increase the base movement speed from 100% to 120% or 125%.
