It seems like a way to quickly get rid of most covenant invading forces (except for grunts and some special ops elites)without loosing that much power that can be later used in a counterattack,ofcourse it all depends on the situation in space but you could potentially win ground side and make the covenant fail their objectives on the planetary campaign.

Because the majority of the war was waged within the UNSC’s own territory, and on top of that the Covenant only ever needed to defeat human forces in space to garantee victory.
Once they destroyed all UNSC orbital defences and ships, there fleet could just glass the planet and move onto the next.
All chemical weapons will do is exact a heavier toll on the Covenant most expendable ground forces, and send the human civilian population into utter panic if the wind changes direction, which could jeperdize UNSC withdrawal from combat zones.
Chemical weapons was likely the last thing the war needed.

I meant in places were the covenant would land massive invading armies(mostly in rural areas)like for example reach the covenant secretly landed troops in the viery territory and later on during the full scale invasion landed even more to take out the odps generators which they did rendering reach defenseless in space thus leading to it’s fall but if this troops would’ve been taken care of by any means necessary it could’ve bought reach more time and possibly even defended for a couple weeks
Using the same idea of infiltrating the landing zones and setting off chemical weapons (mustard gas or something similar?), it would be much more efficient to simply set off a nuclear bomb. Its instant casualties and losses for the covenant and no resources survive the attack. With chemical gasses the wraiths, banshees, weapons, etc. would still be there and covenant HAZ-OP units could simply retrieve it all.
Chemical warfare would be good if the covenant and UNSC were fighting ground warfare that didn’t end in a few weeks (as the covenant usually had won in space after a few weeks, even at Reach). But since the ground battles were more of a permanent, slightly slower blitzkrieg for the covies with the odd UNSC tough resistance, chemical weapons could simply be avoided after they are set off as the coves simply attack around where they are launched.
Area denial could / would have slowed the covenant down though, definitely.
Anti-flood Chemical weapons though… thats an untapped market. Imagine a chemical / gas that attacks the flood super cell specifically / reacts with it…
This topic has already been discussed once and someone mentioned that chemical weapons are less effictiv aganist covenant species then against humans and there was also an explanation why.

Yeah but I can’t set off a nuke near a important military site or the odp generators but i can use chemical weapons and have my troops outfited with hazmat gear so they will still be combat effective and able to defend the area and possibly counterattack

Depends on how effective human nerve agents would be against the various races of the covenant. Plus chemical weapons are subject to different factors like the wind. Last think you need is to deploy an agent only for the wind to shift and it becomes ineffective.
In any case someone discussed this. You might need to do some scrolling but it’s there.
Correct me if i’m wrong but ONI was going to use a bio weapon to affect the Elites food supply after the war as they still didn’t think they could trust the Arbiter After the war, this was going to happen till certain events took place throughout the Kilo-Five trilogy

Yes so for those defense scenarios use gas as area denial / slow the enemy.
When they tried to come up with them, you have events like the Mona Lisa. Also, a Nuke is much better than a chemical weapon because the UNSC had “Planet Crackers” by the end of the war. The yield it had… I don’t remember now, but it would be far more devastating, and not all Covenant species had access to medicine to treat radiation (I know the Prophets did, but I don’t know about any others).
