Good question. Now you got me thinking, but I’m just gonna take a guess, they probably remained on Requiem in search for the Librarian.
Maybe the Didact told him to mind the fort, while he processes a new batch of Promethean Knights?

Because The Didact fell into a slipspace rupture and never said he was going to Earth.
Jul and his Storm had to get The Janus Key before destroying Requiem.
He wanted to shoot at the UMURRICAN NATIONS SHOOTY CORP dudes with his shooty alien dudes.
What’s the point of even being on a shooty robot planet if you don’t shoot dudes?

I can understand why the Covenant didn’t go to Earth to glass it, as the Didact wanted to create more Prometheans, but why didn’t Jul send a few ships to protect Mantles Approach from defenders as Didact did his thing?
The Covenant Rebels are a relatively small faction.
The UNSC has grown in number and technology. They might even have ex-Covenant allies working for them.
The Didact probably gave them orders to do something else.
Either
A) The Didact told Jul to leave the bulk of his forces at Requiem to deal with any more human arrivals (The Didact knowing to be wary when dealing with humans).
B) Jul left his forces behind on Requiem to secure the Janus Key as suggested.
C) Jul made the call that the Didact could not be conquered by mere humans, and sent only a retrieval force for the Composer while maintaining the defense of Requiem.
Either way, Jul or the Didact made a strategic call that required keeping the bulk of his forces at Requiem.
I think Jul was too busy painting his armor and missed the Didact’s call. That or the Covies just entrenched themselves on Requiem, the latter makes more sense.
Uh, don’t you see Covenant Carriers and Cruisers battling Earth’s fleet and the Infinity as the Chief attempts to get inside Didact’s ship by destroying the cannons?
Could’ve sworn they were part of the scenery in that part of the level (think the section was called “From the Cradle”)

I only seem to remember seeing an array of vessels from the Home Fleet, including Destroyers and a couple never-before-seen craft. No Covvie vessels.
