She snatched Cortana away from the Chief, to lure John to her location. This takes a little bit of time as you follow the trail. The remnant of the Librarian apparently has a nice conversation with Cortana, and then has time to upgrade Master Chief. So why didn’t she fix Cortana?

I theorize quite firmly that she did. Not only this, but Cortana’s “pure self” was saved from the Didact and (I believe) kept at the Absolute Record. I noticed in the gameplay that after encountering the Librarian, Cortana’s rampancy gets significantly worse; almost as though the “sane” part of her was taken away so that the rampant side could sacrifice herself.
The librarian AI is likely there purely to facilitate monitoring of the didact and dealing with him. The Janus key was originally intended for him to give to humans, but things went bad.
Also who’s to say she has a way to fix a malfunctioning human AI?

Forerunner AI’s go rampant, and not even they can stop Rampancy.
I have a strong feeling she’s in the Absolute Record.
The Librarian wanted Cortana to die so that she could have the Master Chief all to herself.
-But in the reality, Cortana’s death probably was planned as well, but The Librarian said that Cortana was “special,” her death may have just a way to unlock geas within the Master Chief in the Librarians absence. The reclamation cannot happen without a reclaimer, and the Master Chief has yet to reclaim his humanity. Cortana is a machine, and machines are tools that preform tasks that we cannot do. She was canon fodder, just a tool used to assist humanity’s rightful ownership of the mantle. A tool that would turn a brainwashed killing machine into a human. Think of it in the darkest way possible, and it will make sense. (Which one of them is the machine?)

The idea of the librarian facilitating cortanas death so that chief could reassess himself and regain some of his humanity is certainly interesting.
But really, I feel that the belief that he lost every single one of his friends and family on Reach was traumatic enough…
The people he lost on Reach were just as brainwashed as he was, Cortana on the other hand, was the only person (machine) that could truly connect to him. Removing her from the equation would allow him to regain his humanity, and let humanity regain the Mantlez of Responsibilityz (which is probably one of the Precursor’s ways to torture all life in the most screwed up way possible.)

I think he’s meaning more the Librarian “essence” isn’t capable of fixing an AI’s rampancy.
We have no evidence of forerunner AI’s being fixed of rampancy, except by reaching metastability. However, Mendicant Bias did this completely on his own, the forerunners decided to scrap him rather than fix him.
Instead the precursors/flood managed to rebuild him.
There also appears to be no devices in place to prevent 343GS’s rampancy. While powering down was able to slow it, it still didn’t save him in the end (well, sort of end).

Namely that the Librarian essentially planned for Cortana. She knows very well how Cortana works, as she planned for her to be created. Also the Forerunners are very advanced, and we’ve seen their ability to handle technology. Cortana - in essence - is nothing but data. The Librarian would be well within the capability to separate “pure” from “corrupt” in terms of data compilations.

Essences are like memories, not exactly full ancillas. As far as we know.
Guilty spark/chakas was made of a composed mind who eventually struggled with his multiple layers of memory and conflicting protocol.
Some others just got hit by the logic plague. I would hardly call that simple rampancy.

Yes, she knew humans would come one day. Doesn’t mean she planned out every fine little detail. She even said in Spartan Ops she planned for the janus keye to be given to humanity by the didact, but he was still nuts, due to the lack of the domain (which she found out after she left requiem). She intended for humanity to get the mantle, it doesn’t mean she went and named everyone and everything and has been playing us like a puppet master.
She knows halsey’s name because she’s in a brain-linked communicator, and has probably been watching everything that’s been going on via requiem’s sensors.
It still doesn’t answer why if her Ai self could just fix cortana, why she didn’t give a working on to chief. Cortana’s performance is heavily hampered by her rampancy during the final levels, she could have easily gotten herself and john killed.

If she could influence the development of the Spartans, Cortana and MJOLNIR…I’d say she likely did other things too.
Its possible she did, but not everything comes down to her. The librarian doesn’t seem like she has a lot of time to finely detail the future of the human race during her transit from requiem (after dealing with the didact) to earth.
John is on Requiem due to Mendicant Bias, who was captured and sent to the Ark after she died.

As Spark said, “Her strength was always in planning, in positioning the pieces and then being bold enough to let it happen. To let her plans come true.” Perhaps her influence can be felt in slight nudges, the discovery of penicillin, the making of the atomic bomb, Sputnik, stuff like that. After that, she would just let things happen.
