So it is stated in The thursday war and i believe glasslands that halsey is working on the infinity. Now regardless of whether or not she is allowed to meet cortana, Cortana would be able to figure out that she was on the ship. She may have been going rampant but hur code-breaking still worked. Why didn’t she go se Halsey?
Thursday War takes place in 2553 and Halo 4 takes place in 2557. In Thursday War Parangosky tells Lasky and Del Rio to get Halsey off of the Infinity as soon as she finishes her work. Chances are she’s not on the Infinity during Halo 4. In fact I’d guarantee that she wasn’t because there’s no way in hell she wouldn’t go see John and Cortana if she was on the ship.
I believe the next book in the Kilo-Five trilogy will explain Halsey’s absence in Halo 4.
Corty probably sent a rampant copy to Halsey which will be reformatted and become the “daughter” of Cortana.

Or more likely the 3rd episode of Spartan Ops titled Catherine.
There’s a Spartan Ops episode titled “Catherine”, so I’m thinking she’s going to be in it. Maybe Cortana will be mentioned.
Also, I think it was from one of the ViDoc’s, someone analyzed the script, and it showed Lasky saying “Doctor Halsey!”
