Why did Sesa 'Refumee fight arbiter?

Recently played Halo 2 and something questioned me, which was forgotten for a long time and reminded again. When Arbiter was sent to take out all heretics including their leader Sesa 'Refumee, why did 'Refumee fired at Arbiter first? He did say he would rather die by Arbiter, but I see no reason that he fired Arbiter. Would it not make more sense if heretic leader told Arbiter what was happening with their race and try to convince with Guilty Spark? I do not understand the scene and this part of the story.

Yeah confusing but a main part of the story.Anyway the game has an alternate ending but he still refused to die by arbiter because he still wants life just rather by arbiter than stay with the prophets but still wanted to live. It also might be a special fighting technique the covenant use like if you challenge me we fight like men.

For story wise, him telling Arbiter about the situation they are in would make more sense and flow the story. We might have same boss fight with this scenario, like Heretic Leader told Arbiter what was going on and Arbiter not believing what we was saying and still try to take him to prophets, which lead them to fight.
