If I camp in part of a Campaign mission where enemies endlessly spawn, and then farm them (e.g., banshee hunting in New Alexandria), does that count as boosting my commendations?

What you described is considered by some as boosting and others as credit farming. Endless killing of enemies with a Banshee to “boost” your vehicle commendations is not something you would get banned for.
More extreme examples of boosting like spawn killing guest accounts in Grifball and Invasion to boost commendations and your KD ratio while it wont get you banned either it is frowned upon by most of the community. The bans that results from this activity are usually credit bans for the guest AFKing and the guests getting zero kills. it is only a temp ban too which gets linger the more times you offend. a couple of games with guest accounts on zero kills is usually enough for the banhammer to take notice and take action.

I was the same years back once I got reach, I didn’t have online access for at least a year, got up to the rank general grade 4, then i got a 1 month free trial of gold to play online and my rank was stripped.
to this very day I haven’t even reached that high, I’m at Colonel grade 2, I believe it’s a common glitch that happens after your first online access, check out this thread

Good evening.
This is not a glitch, this is a system that was put into place by Bungie to prevent cheating, so ill-legit players couldn’t cheat or exploit their way to a rediculously high rank, and then log onto LIVE on Reach for the first time to have their high rank saved to the servers. It’s moderation so to speak to prevent cheating. The first time a player logs onto LIVE on Halo: Reach, they will lose cR and Rank, the more cR the higher the rank is. Bungie just wanted to make sure people were legitimately earning their rank, and this is part of their moderation process.

The Banhammer was created by Bungie back in the days of Halo 2. It was an automated system that checked the post game stats and data gathered by the Bungie server during the game to detect things like Network manipulation, modified content and AFking. It has had some tweaks over the years for Halo3, Halo Reach and Halo 4 but in essence it is now operated by 343 after Bungie handed over control of the game to then in 2012 and still the same banhammer that was created in halo2.
Does it work. Most of the time, yes, but in my opinion it has some major flaws as well. AFKing detection based on zero kills is not a solid indicator of no play. Many people have had temporary credit bans purely because they brought their girlfriend/friend/kid online who couldn’t get any kills in a few game. It has wrecked havoc in team Doubles where many legit players have been given lengthy bans purely because people quit against them and the banhammer after multiple games of being quit against has obviously determined that they were host booting when they weren’t.
But on the flip side it is very good at identifying players who are modding as they only seem to last a few days online before they are detected and banned. It does well in detecting players who use known glitches to boost credits too.
In a nut shell it is not perfect but it is much better than having no banhammer at all. Without the game would be rife with BKs doing bad things and making most other players lives unbearable.

Considering you recieved only a six month ban, that is light compared to being permabanned from Reach (Which is usually what happens to people who mod their service tag), or being banned from Xbox LIVE for violating Code of Conduct and Terms of use.

As unfair as you might feel it is, it’s the terms you agreed to upon signing up for your Xbox LIVE account. You’ll just have to waitout your ban, or play another game. Based upon the way you’re talking, about having a ban for a bit more than six months and your game history, I’m assuming (I could be wrong) that your ban will expire on 12/09/15.

A ban will not carry over to a new account, as you will be starting over, unless you find an ill-legit way to carry the Reach stats from your first account to the second, in which the Banhammer will detect that and swing.
