I think they did mention something along the lines of having essentially several versions of the Spartan laser being a problem. Think it was Joe Staten in an interview but I can’t quite remember.
In the event, he’s wrong. Having many weapons makes sense in campaign and prevents silly immersion breaking things like the Skimmers or sentinels using Banished Weapons. There should be a Covenant assault rifle as well as a UNSC one.
In competitive multiplayer all people want to do is get a battle rifle and get headshots. Quibbling over each Weapon being unique and worse using that as an excuse to make cuts doesn’t seem like a good idea.
Maybe because the Railgun and Spartan laser were too strong or maybe they did not fit the sandbox? The Skewer seems to take both of each weapon’s aspects though. The Railgun’s projectile and the Spartan Laser’s anti-vehicle or anti-personnel capabilities. I do miss it, because it was my favorite addition in Halo 4 along with its variants in Halo 5.
