Because the ‘mobile version’ is based on screen size. If you shrink down you’re browser window enough, you’ll end up getting the ‘mobile version’ automatically

There is no actual mobile version of this site, it is actually the same site, but with a different “stylesheet” applied at different resolutions. Essentially, you cannot ‘switch’, as you cannot increase the resolution of your phone.
