Why can't I see Wheelman or Stability?

Do I need to be a certain level to see these support and tactical upgrades? If so which level for wheelman and which for stability?

They are unlocked with Specializations. I don’t remember which.

Thanks that all I needed to know. I’m guessing Operator unlocks Wheelman.

operator for wheelman rouge for stability. you need to master the specialization to unlock the upgrades
