Why can't i keep my recon armor offline.

I got the recon armor Online. but once i restart my xbox the next day, while i am offline my recon armor doesn’t show. oh and it also happens to my friend: Danger Wasp 009

is it because the Recon armor is only for online use?

if not then can someone update halo 3 so XBL users can keep their recon armor offline.

It is because Recon is locked on the disk, it is only unlocked when you are on, well in a simple term, list at 343i’s end.

When you are offline, the games doesn’t know if you are on the list or not so you are Reconless offline.

Thanks. but that sucks, it should’ve been made to be unlocked when you’re both online and offlien.
