why cant i download the dlc for free

Yes all map packs for Halo Reach, Halo 3 and Halo 4 are free. You can download them in the Xbox store or the marketplace if you have a 360.

i download the halo 4 ones for free but i cant find the reach ones

You can download all the map packs using the links in this topic:

Once you “buy” them (they are free, don’t worry) and the license is added your your account, you can go to “Manage Game” under Reach on your X1 and you should be able to install them from there
