Yet another addition to randomness in the H4 multiplayer is how the ordinance is set up. Although I think the whole concept is nice for social play (and absurd for competitive), I think there is a better way.
In it’s current form, I could ‘roll’ and get an incinerator cannon on the first round; or, I could get stuck with a needler.
How about we structure it instead?

They are. It’s not completely random as people make it out to see. There is weighted randomness to it. So while people exclaim that people rain in Incineration cannons, the actual chance is depicted on each map.
Fundamentally I don’t agree with the idea of ordnance at all, but I believe 343i has implemented the most fair version of it yet in modern games.
Rather odd that I just made this and a similar thread pops up…
They are weighted by each item. So an Incineration Cannon has a 1, while a Needler has a 5, and a Sword has a 4 on a particular map.
While this seems to be their feeble attempt at solving the huge balancing problems that Ordnances bring, it doesn’t do it justice.
Almost everyone would rather have it like you’ve proposed (or non-existent at all), but 343i is too proud to admit to failure.
A lot of people would complain about not being able to finish commendations. Not everyone is able to get four, three, or even two ordnance drops every game.
If the game somehow keeps track of your ordnance drops and carries them over from game to game, then this might work.
