Why are their so many people in Tier 1?

Their are 7,107 places on the leaderboards.
Tier 1 is suppose to be the top 10%.
So Tier 1 should be 1st place - 710th place.

Why are people that are all the way down in 4,836th place in Tier 1? (That’s basically the top 70%)

Apparently the leaderboards arent showing everyone in each tier yet (should be fixed by the update tonight). So im assuming that maybe most of Tier 1 is being displayed and only the top few thousand of tier 2 and 3 for the moment.

I last checked my stats a week ago and there were about 40,000 registrants so Tier 1 should be occupied by 4000.
