I’m hoping that this Covenant group broke away from the Arbiter, because I want the Arbiter with some elites to help the Master Chief.

Pirates
Abiding Trith
I believe they are rogue covenant, and they have nothing to do with Arbiters alliance with the humans

The last Grunt on the mission Halo in Halo 3 led a rebellion of angry Elites against Chief because Chief didn’t take that Grunt with him.
Because, seriously, that Grunt was definently a friendly.
And Chief betrayed HIM!

I thought Abiding Truth and ONI made a deal. ONI gives resources to Abiding Truth, Abiding Truth rebels against the Arbiter, and the Arbiter would be too busy dealing with Abiding Truth to attack the humans.

Yeah, in Glasslands ONI gives them weapons to wage a civil war with the other Elites. The plan from Oni’s perspective is to have the Elites fighting eachother while the UNSC recovers from the War. Then walk in while the Elites are weak and stomp them out of existence.
It looks like that plan may have backfired for Oni though.

In glasslands a bunch of elites that still believe forerunners are gods and still hate humans betray the arbiter attempt to kill him and probably restart the covenant.
I hope the arbiter makes a cameo appearance in the trilogy, I heard he won’t be in Halo 4 
Ugh, I hate Glasslands. Traviss seriously messed the whole thing up, 'specially with her “Halsey sucks” propaganda.
I hope 343 just retcons the whole plan. It’s idiotic, “Let’s stir up rebellion against the guy who’se on the verge of convincing the entirety of Sanghelios to just ignore humans, and do so by giving weapons to the guys who still want to activate the Halos and whose faction is made up of Elites who still hate humans! DOI!!!”.
I think these ones have nothing to do with ours. I think they’ll be from this part of the universe the story is taking place in.
Maybe thousands of years ago, the Covenant split and some stayed with the Forerunners?
