Why are the Covanant in the game?

It doesn’t make sense because didn’t we finish the fight in Halo 3 and the war is over? And even more so, Why are we fighting Elites when we just became best bros with them?

I’m quite confused.

Read some summaries of the new books. A group of elites are rebellious of the arbiter and believe the humans should be destroyed.

Not all people of the same race have the same political motivations.

Some of the covenant still hate humans and still believe in the religious pact of the covenant. Thus you have the storm covenant in Halo 4.

Just because we’re friends with some Elites doesn’t mean we’re friends with all of them.

I’d say the truce was more an alliance of necessity against the flood, than one of friendship. They weren’t ‘best bros’. However this is a splinter group that is quite fanatical in their beliefs.

But isn’t Arbitur the prime minister and have control over the elites? I don’t understand why they wouldn’t listen to their leader.

You should look into some fiction.

The Arbiter is the leader of his clan. There are several clans on Sanghelious, each with different leaders and views. Another organization pots to assassinate the Arbiter for his pro-human movements. Not all the Elites appreciate Humanity like him.

The Sangheli are in much more chaos and unorganization than you realize.

The Covenant in Halo 4 are a splinter faction called the Storm. They took control of a fleet and went to Requiem.
The Storm are a group that didn’t fully give up hope on the Forerunner legends that once drove the Covenant Religion. They discovered the possibility of on eof their gods, a Forerunner, is on Requiem. They plan to awaken that Forerunner and use him to help them destroy Humanity.

Because the Elites have very different views within their society, and the Arbiter doesn’t speak for even half of the Sangheli population.

OP, in Halo 2 we had 2 elite factions, the covenant and the heretics. Heretics weren’t religious, they didn’t believe in the great journey. Elites fighting elites. Now most of the Elites smartened up and realized the great joruney was BS, and they were helping the UNSC to stop the annihilation of the universe.

There are still Elites/covenant that believe in the great journey. These are the Elites/covenant you’ll be fighting in Halo 4.
