I dont think they are enemies but more of a force who is trappen on whatever this world is and just trying to survive. idk ill reade it when i get my game informer.

The enemy covenant are far out in space, possibly lost, maybe trapped in the shield world and have yet to hear of the events in Halo 3.

Something happened during/after glasslands that sparked another war. Perhaps the Thel 'Vadam was assassinated by another Elite who still had hatred towards the humans, or still believes in the Prophets? link.

There’s just good support speculation on why the Elites are attacking the Chief but nothing confirmed. Cortana did change the Chief’s firmware but apparently the plating itself somehow.

In the Halo novel titled, “Glasslands”, there were mixed opinions within the Elites. Some agreed with the Arbiter in being allies with Humans. Others believed they should wipe them out.
We are not sure if the Elites the MC fights against are actually a part of this group. They could range from a group that defected from the Covenant early in the war, or simply a group that didn’t get the message that the war is over.
We also do not know how he got his new armor. However, they explained there will be a recap of Halo 1-3 in the game. It could be because whoever designed the armor wanted it to look that way. 
They’re either cut-off forces that don’t know the war’s over yet, or they’re part of the brewing -Yoink- that’s getting instigated in Glasslands.
As for John’s armor, Cortana updated the armor’s firmware which is why the HUD’s changed, but that’s all she did (or even could do). 343i has stated there’s a minor canon explaination for the actual new look of the armor itself, but most of the change is just artistic.
The explanation could just be that there were parts for some Mk. VI variants on board, and John replaced most of his current armor with some new parts (basically like customizing your Noble 6 in Reach), but even if that’s not even the case, i’m quite happy to accept it as just an artistic change.
These elites aren’t the same elites. they are a group of covenant loyalists. Thats why they are after the chief.
Lets just assume his armour won’t be like the one in the trailer and will be his mark 6 and will find forerunner objects to boost his armour
There’s definitive plot revelation. For all we know they’re loyalists to the old ways, they could be genetically cloned/modified Covenant (remember that device the Forerunners used to re-create the species it wiped out?), it could be a fleet that has been seperated from the original Covenant, or it could be something happened between the Covenant/Elites and the Humans in the 3 years Chief has been asleep.
We’re supposed to expect new enemies that we’ve never fought before.

I feel that even when truth and other leaders lied to elites for power about their belief,the elites still had feelings for the forunners(how ever you spell it) and their ruins. They still saw them as gods. Then maybe when humans stopped fighting they found alien technology from the forunners and used it persistently. Which most likely irritated the elites and their culture.This might of started another war which chief came in between of blindedly. This is my theory…I’m sure way off haha. btw I’d love to have a bunch more armor to purchase on multiplayer and better forge plus the real remake maps should be legit. And make custom games like halo 3. Because reach forge never allowed good customs and never supported good game types. Bring good armor,better customs,awesome forge and of course bring a supercalafragjalisticxbealadoious campain as always.

What about the Servants of Abiding Truth? The 'Telcam guy. I know he agreed to “peace” between the unsc, but maybe he used it to counter at them when they least expected it or something. He did view the Arbiter and his followers as inphidels for renouncing the Great Journey, and destroying the covanent at the ark. Who knows what the reason could be, it could be anything.
