In halo 2 anniversary we see the arbiter with Locke and then again in the trailer when he says to find chief you have to look past the legends so will vedam be helping the hunter or the hunted

Arbiter will arbitrate between the two parties (locke and chief).

Were you quoting me or Scarlet Stab?

My guess is that Arbiter is trying to convince Locke to see that Master chief ain’t such a bad guy!

I would love some -yoink slaps thou

I think it depends, if arby knows about ONIs role in the sangheli civil war.

he might play along with Locke but secretly help chief from the inside.

Do you want the long answer or the short answer?

The short answer? Ok then.

Arbiter will choose chief’s side

Yep yep, couldn’t have said it better myself +1

The chiefs side. They got some history together and arby calls him friend!

I’d say it depends on whether his diplomats end up dead in a field or not.

Im pretty sure he will side with Chief. I feel it has been made clear he trusts the Chief quite a bit.

I see what you did here

The Arbiter has stated that he was once friends with chief and Arby is probably more comfortable around him. Arby will probably be expected to work with ONI to prevent any Human-Elite war. This leads me to believe that Arby will be more personally bias to Chiefs side but be forced to side with Locke. If anything Arbiter will use his newly found Diplomatic skills and try to get them together peacefully.

  1. The needs of the many outweigh the needs of the few, or the one. Sangheilian survival comes at the cost of all else.

  2. Honour before death. To live without honour is to be a walking corpse, to die with honour is to live forever. As long as it does not interfer with #1, an Elite will strive to uphold “friendships.” Those friendships forged on the battlefield superseding those created by “ink.”

  3. Keep your friends close, keep your enemies closer. 117 can walk amongst the Sangheilians almost unnoticed, Locke would be under the care of all Elites while on their “soil.”

Thel will have a form of wisdom to recognise that Locke is a younger (and human) version of himself and attempt to subtly guide the agent on a proper quest more fitting of a hero and not a brainwashed assassin.
However the survival of the galaxy is greater than Locke’s mission and so that guidance/help will only go so far.

Before H5 ends, Locke will reenact Charleston Heston’s scene from Planet of the Apes… Oh yes, ONI will blow it up. They will blow it up all to Hell. And Locke will be the one to have painted the target.
Thel will likely be there to help the warrior up but most likely as Ras’ Al Ghul would his sons.
