Already confirmed to be Chief clones.

As the story is solely around Chief, and there are many places other characters wouldn’t make sense, co-op campaign is no longer “canon”, no real characters to play as besides the first Chief.
They didn’t want to make stories for 3 separate characters as that would ruin the feeo of “Chief’s story”.
