Not quite. Also lets look at total Human population.
Humanity before the war in 2525: About 20 Billion
Humanity after the war in 2552: About 600 Million.
In terms of percentages, the Humans.
However, in terms of actual numbers, I’d say the collective Covenant races.

The colonies incurred a total of 23 billion deaths over the course of the war up to the Battle of Mombasa in October 2552. Now to go off-topic…
As for the total population prior-to and post-war, simple math, historical population increases, and other factors can infer that the Human race (or at least the United Earth Government) had at least minimum pre-war pop. of 60 to 80 billion citizens, 63 billion increase over 514 years. While the overpopulation of Earth may have initially caused a steady decline in the number of Humans spreading out and inhabiting her new colonial dominions, the need for bodies to help create colonial infrastructure, defend the new Human empire, and even begin a new family life on these worlds would cause the need for massive amounts of Human meatbags.
Also to note, similar to World War II, it is very likely that men and women coming back from the battlefields would undoubtedly begin to mate on a scale only seen in small insects and Mgalekgolo. These effects which would nearly double the population (not including immigration) here in the United States over the course of 70+ years, and were on course to amass another 120 million citizens (to our 300 million) to our current figures.
While noting the 39 billion number stated by Dr. Halsey in her journal, this figure is a very rough estimate and/or an incredibly modest assumption. Considering that she had to guess and do calculations about her own nation’s population, it could be inferred that such records are rarely taken considering the reach of Earth’s colonial empire over thousands of lightyears. As for that 200 million count, the Beastiarium ought to answer that for you…
