Who thought it was OK to ban people who leave JIP?

I’ve never gotten a ban before until I quit a game today that was halfway over that was clearly one sided. Literally no one likes being thrown into a game that the team they are on is getting destroyed in. Did 343 not learn from Halo 4 that JIP does not work for Halo?

Banning people who were in the lobby of a game before it started is fine, but not this.
