<p>I recently got into mcc and want to go for achievements and I did the “who needs them” achievement and it didn’t unlock. It took me 4 hours to do and it not unlocking is very frustrating along with doing the mission with no vehicles. I’ve looked and some people had the same problem in posts from almost 3 years ago. Is the achievement unobtainable?</p>

Multiple achievements are very glitchy,I would try signing out of your Xbox live account while your online and then sign back in and it might unlock it
A hard reset of the Xbox may help. They use server side achievements now so they can be buggy.
