I’ve always wondered who ran the Office of Naval Intelligence. I understand that is an extremely secretive organization that is responsible for most of the futuristic UNSC tools. But the only people that I can think of who are involved with ONI that are in the Halo games are Spartan Locke, Dr.Halsey, and Noble 6. That being said, who runs the organization? Or is it just something that was never meant to be discovered?

He asked who ran it. In military intelligence (specifically the US System, which Halo is based on) head of operations isn’t really a real job title, so I’m guessing that he means who leads it.

Parangosy couldn’t have been all bad, she gave her subordinates cookies! Kilo Five actually gave those two a lot more personality than the stereotypical “ONI Bad” line.
And Commander-in-Chief is a UNSC Navy title (most of their tradition seems to be based on the USN, so no surprise 343 chose this)
