ONI planted false information for Ben Giraud to find, so that they could use him to dismiss the origins of the SPARTAN program as a conspiracy theory. However, they knew that Ben and Ray alone couldn’t find all of the false breadcrumbs, so they had one of their operatives adopt the codename FERO and begin chatting with Ben. She pretended to hack the meeting between ONI and the UEG when in reality, she was given access for the sake of her cherade; she cut Ben’s feed out partway through and made up an excuse for it, letting him think he was speaking directly to the UEG when all they saw was a momentary disruption; and she killed two disposable ONI personnel in order to make Ben think that he had become a major threat to ONI.

I’ve only given HtT one listen, so I may not be able to connect all the dots…
I think Veronica Dare has all the resources to do what Fero has done. Maybe the job took it’s toll, the moral outrage became to much and she decided to turn whistle-blower. Claiming to be an insurrectionist would be a good way to throw any investigator off your trail.

IMO, Fero has to be someone with access and found the truth, and has abilities to mess with orders. ONI strike team, what if that was just two strike teams fighting each other, and she took out the last man standing? Team 1 to get Geraud, Team 2 to remove Team 1. Fero shoot survivors, “saves” Ben. She has to be either in ONI, or HIGHCOM.
