He is a Jiralhanae (Brute) that is the leader of The Banished. The Banished is essentially a reformed Covenant society that has been rebuilt from and with the resources of the Covenant. He is the main antagonist of Halo Wars 2.

They are rumored to have existed before the Great Schism and rebelled against the covenant for unknown reasons which is mostly why they are called the banished. My theory is that the Banished use to only consist of mostly Jiralhanae and Unggoy with few elites, but recruited more people after the high charity crashed onto the ark Lesser Ark.

That would make more sense. It would be interesting to see how that comes along. I hope we learn a more in Halo wars 2.
