Shield Worlds are a Warrior-Servant design, so I’d assume that the Warrior-Servants constructed them.
I would say the used world seeds(dont know the real name)and construction/retriver sentinels.
I would assume the builders build “almost” everything, hence their titles, but warrior-servants are mainly helpers.

The Builders built them as that was their role. Requiem at the very least was constructed with Warrior-Servant style architecture in accordance with their wishes but the Builders were responsible for the actual construction of Requiem.

Well because construction of the Halos was postponed for thousands of years and the Didact went ahead and had Shield Worlds built and having at least one solution being prepared while another is postponed is better than having nothing at all and finally because they knew the Flood was going to come back and wipe out their entire race so…yeah.
The Builders did the actual construction Im farily certain, but they obviously had tactical and biological help from the Warrior-Servents and Lifeworkers respectively. Obviously if you’re building a world to protect people, you gotta know how to have it fight properly and also protect the life within it, not to mention keep said life alive and comfortable.
