Spartan IVs. They’re probably not returning characters if that’s what you mean. Hell, they may not even get names.
My best guess is that despite them being Spartan IVs, if they are AI they will be generic canon fodder, ESPECIALLY on Legendary.

On further review, I’ve noticed that one is wearing a military police or pilot helmet, while the others are wearing ODST helmets, so they are probably not Spartans after all.

Two Italian plumbers receive a letter in the mail saying they have won a prize, in a contest that they never even entered.
