I know they’re rebels fighting against the UNSC but what are there goals and why exactly are they fighting the UNSC? Are they in some ways the good guys or the bad guys?
They want independence from the UNSC and are neither the good or the bad guys.
They started out as various political reform movements with the goal of gaining indepedance for the colonies from the UEG and CAA, this goal is not bad by any extent. However more radical elements soon took hold of the movements and started to resort to terror to achieve political recourse. The CMA (the military arm of the CAA) was then absorbed into the UNSC to start dealing with these radical elements of the Insurection. By this time these people were undoubtedly bad and unjustified in their actions, any group that resorts to terror to achieve anything is bad.

Fairly certain the inter-planetary war wasn’t too connected to the Insurrection, other than it lead to the creation of the UNSC.
The colonists in the outer colonies started to resist the Earth government, and wanted to be free to make their own decisions, obviously Earth didn’t give them that freedom, and they took up arms against the government, as with most rebel breakouts. They started to take weapons, supplies, and ships and soon enough they were a threat to the safety of everyone, basically like terrorists with spaceships. Spartans Is, or the Orion Project, like Johnson were created as a need for a super solider to both boost moral, and defence. A special ops team was created to stop insurrection threats code name TREBUCHET. This was classified by ONI, and operated in the shadows. Then when the operation was like a semi success, the UNSC started losing again so another group of super soldiers were created this time a success, this was code named SPARTAN II. The woman behind it all was Dr. Catherine Elizabeth Halsey. The Spartans, including John 117 were successful in taking down high priority rebel leaders, and just generally recking havoc on them. But even they weren’t able to flush all of them out. During the Human Covenant War the rebel sort of just disappeared under the rocks they came out of and some of them even helped the UNSC in a tight spot between being glassed or fighting back. After the war they started to dust off their old grudges and started attacking the UNSC while they were weak. The Spartan IVs were created to defend humanity both from the remains of the Covenant, and human threats. It was on a mission to stop a leader of the newly formed rebel group where the legend himself, Edward Buck lost the Rookie when he got his brains blown out by the hand of the rebel leader. You have to ask someone else for dates on these things, but that’s like a summary of almost everything that happened. For the most part they’re just malcontent colonists that want their own freedom, BUT resorted to violence rather than peacefully demanding their rights, so I’d have to classify them as hostile enemies of the UNSC and ONI.
