I have seen gameplay with the Whispered Truth and noticed it isn’t all that good. Most people just use 3 bursts to kill 1 spartan. I used to think it was amazing, but never used it so watching others use it made me realized it isn’t that good.

It can be. It is a two shot kill if you don’t miss. The range is less than you’d think and that can throw you off.
If you happen to see a spartan with the answer, you might as well just throw the gun at him.

I know you can get a perfect with 2 bursts(and miss the first or last shot), but i don’t see many people doing that.

As I said it can be beastly. It depends on your aim and play style. I don’t tend to call it in because there are better options at level 5 (Arclight, rockets etc) however when I do (and I let myself rush) it turns out to be pretty awesome. The effective range being so low doesn’t suit my play style either. (I like to keep my distance), but if you want to take an armory or defend you can use it quite handily.
I think it’s better than the CE pistol
Put on advanced radar and tell me it’s not good.
The main reason why it sucks is because it has way too less ammo. I still prefer it over the ce pistol though.
