1st - You can not report players for cheating. Other then reporting them on XBL, you can do nothing. If they are cheating, the banhammer will smash all of their work to bits.
2nd - What?
I mean, when you go to Cinema to shot photos (in halo reach, not in real cinemas 0.0) when u quit the cinema, the consolle uploads the lat 15 screens u have shot to bungie-net, bot not all of them… i just wanna know how to upload all the photos i 've shot

That’s a Bungie.net problem, nothing we or 343i can do.
Also, it’s Theater, not Cinema.

You can’t upload more than 15 screenshots from a single session, but there’s a workaround.
Take your first 15 screenshots.
Exit Theater. Pause -> File Browser -> Active Transfers. Wait for all 15 of them to complete.
Go back into Theater. Fast-forward to where you left off. Take 15 more screenshots.
Repeat as necessary. But remember that Recent Screenshots itself has a size limit – I think it’s either 24 or 32. Take more than that, and you’ll only be able to find the oldest pics on BNet if you’ve tagged them in-game.

It’s by design, actually. The transfer queue has a 15-item limit. I remember when it used to be 8.
