Dual wielding was taken out of the series because someone at Bungie (can’t remember who) didn’t like the mechanic, and 343i just never added it back.
As for playable Elites, while there has been a lot of controversy surrounding the decision to remove them, 343i decided to make the multiplayer canon for Halo 4 and Halo 5: Guardians, meaning that any multiplayer match you play with your Spartan-IV is a training simulation onboard the UNSC Infinity.
Spartan IVs are just cheaper renditions of Spartans IIIs but with booster jets and that’s dumb it’s probably because they are racist fascist group (UNSC OR ONI) that hate aliens and want us to keep killing them with generic titles like the banished, I mean it’s not like there are groups who are in allegiance with aliens? Oh wait ya in the books but are we fighting them Noooooo!
Well, Spartan-III’s were made to be expendable, so S-IV’s are definitely not cheaper. And Halo 3’s multiplayer (which has playable Elite’s) can now be considered canon because of the Anvil Initiative where Spartans and Sangheili train alongside each other.
But they also said that Spartans train with the Swords of Sanghelios. This is where the Helioskrill armour came from them trading notes on technology.
Artistic differences aside, there isn’t a definitive date or timestamp for Halo 3’s multiplayer, so one could consider the multiplayer Elite’s to be part of the Swords of Sanghelios.
Gosh by the trailer it looks like it’s personal still
