I highly doubt the Arbiter has ever been mentioned in the Halo 4 campaign, so I surmise he won’t be in it since another part of the Covernant is being involved in whatever is going to happen in Halo 4.

I think he is on his planet,now he have a chilli dog shop and he is gettin rich cause he is the only one selling them and if anyone dares to seel chili dogs without giving money to the arbiter he rapes him

Yeah i completly forget about it,i went to his shop yesterday and he was selling a drink called:Grunt -Yoink!-,it was yellow and very acid and salad,but was delicious
