I think you are both right as in for different guns some ammo is up their sleeves and the other ammo is in their leggings.

It looks to me like the sniper rifle reloads out of the back pocket, as if the spartan just pulls a mag of high caliber sniper ammo out of their jean pocket lmao

ALL Spartan leg armor has a panel that opens up to hold weapon clips and spare Guns like pistols. We see this in the Armor testing comic when they are prepping the Mark VI for John. If you have ever seen ROBOCOP then its exactly like where he keeps his pistol. This was meant to be in game however do to limitations they could only show the weapon “magnetized” to the Spartans leg. this just became easier to do in game so they kept it, this is also where John pulls his knife from when he is jumping onto the covie dropship during the cutscene.
I don’t know about the Chief, but when I’m a spartan in multiplayer it always seems to me like there isn’t nearly enough ammo anymore. I could easily keep what little I get up my butt and not even know it’s there. C’mon, 343! - MORE AMMO!!!
maybe in the leg armor or in their sleeves depending on the weapon the spartan is using
On their chests maybe? I swear there were pieces of armour on Halo Reach that displayed ammo/grenades on them.
