Where do I go to report Smurfs?

In my 10 matches of SWAT I found 4, which is obscene of course, but I need to know where to report them and if it will actually do anything. Normal Xbox reporting is apparently meaningless so can someone guide me somewhere?

First off, what game are you playing?

Secondly, what do you mean by “smurf”? There are no restrictions against making multiple accounts for Xbox. If what you are encountering are new accounts playing like experienced veterans, that’s not really something 343 can do anything about. The only time it becomes a bannable issue is when a player uses a smurf account to derank or otherwise manipulate the matchmaking system (this is detected automatically in H5, and you can see the thread about it for more info). If a pro player creates a new account and keeps playing like a pro player, that’s fine, and the matchmaking system should quickly recognize their skill and match them with similar players (in Halo 5).

Buuuuuuutttttt, because report/blocking is meaningless now, I’ve run into so many problematic players and I can’t do anything about it, as a result, my gameplay experience is less than satisfactory. I get they don’t want their matchmaking population to take a hit but if that’s the consequences of dealing with these turd sandwiches then so be it. Don’t just leave the problem.
