I have thought up, what i think is a good idea and a lot of people have been saying 343 have been taking suggestions (not sure if true or not) but i’m interested as to where i can do this?

All you need to do to get noticed is wrote a good post with good ideas that gets approved by the community, and you will be noticed. Whether they will reply to your post or not is a different question, and even if they do take your post into consideration they will likely not comment.
