So, there are soldiers, basically the newer, faster knights, and now the knights are basically hunters, but where are they all coming from? Evil Cortana doesn’t have the Composer, and the Composer is the thing that takes the souls of things and stuffs them into suits right? So, unless she found a new way to stuff souls into suits, then where are they coming from?
Oh by the way, I know next to nothing about Halo 4’s campaign, so sorry if I’m getting this totally wrong.
Soldiers aren’t traditional Prometheans, per se. They are Armigers: Forerunner AIs stuffed in a combat shell. In that regard they are closer to Sentinels then Knights, Crawlers, and Watchers.
As for the Halo 5 Prometheans: we never got a actual number for how many forerunners and humans were composed to create the Didact’s Promethean army, though it can’t be too many since the bulk of them are composed humans from a limited population on one of the Halo rings.
As far as we know, Cortana can’t create new Prometheans without a Composer, so we could actually take the inclusion of Soldiers in the Promethean army in Halo 5 as a way to address that issue. Make Soldiers your primary military unit while re-purposing the few remaining Knights as elite units only to be used sparingly.

Oh, right forgot that the Didact actually managed to fire off the Composer for a moment over Earth. So yeah, that would lead to a decent increase in Promethean numbers. Still I could see a minor Flood outbreak grinding their numbers into non-existence in no time flat.
