dead
Remember Halo 2? The Covenant splintered. After that the Brutes began to fight against themselves in a civil war and the Arbiter’s forces. It would appear the Storm Covenant, the Covies in Halo 4, fought them as well.
No Brutes allowed in the Storm Covenant.
The remainder of their species are being hunted by the Arbiter and his Elites.
They’re on their homeworld, clinging to survival after almost being eradicated by the Elites.
Elites hate Brutes, and the Elites are in charge of Storm. No way they would let the Brutes be a part of it, especially after the event that unfold in The Thursday War.

how about drones and engineers ?
There are some on Venezia. They were probably removed because the Elites and Brutes don’t get along very well. Even the Brutes that were working on Sangheilios rose up and started to fight the Elites. So it makes sense that Jul wouldn’t have any Brutes in his fleet.
alright I see thanks

The Engineers dissapeared with the Prophets, but they’ll still appear as friendlies. The Drones aren’t very religious, and have no reason to be part of Storm, especially whne you consider how Storm was started.

Don’t know about Drones, but Engineers all disappeared after the events of Halo 3. It is currently unknown what happened to them.
There is some story, for the brutes (i think) that frankie can’t get into apparently.
EDIT: probably for spartan ops.

By 2557, the Brutes are fighting the Sangheili.
If you mean the Halo 2 Brutes then yes I would agree with you.
And they haven’t been removed, there’s just no way they can be in the story without it seeming too forced. The Storm is different to the normal Covenant.
Trust me, play the game and you’ll understand a lot better.
Also, at this point Brutes seem to be on the bridge between allying themselves with Humans and getting the Elites to forgive them or having an war with Elites again out of pride and risk being enslaved.
They don’t have much to do with the Storm and wouldnt get along with Elites anyway.
I hope 343 will bring them back to form if they return in Halo 5 and make them like Halo 2 Brutes.
ALSO without them we have no Bruteshot =
canon reasons, its not fully explained why but in the thursday war they plant a bomb on sangheilios and end up fighting the elites again, the elites then go and kill every brute they see

Lol, elites kicking -Yoink- again. =P
I’d really like to see the Brutes come back in Halo 5, along with their classic weapons, imagine how great it would be to hold the Brute Shot again after so much time? But, of course, there should always be new weapons as well.

It’s because the Elites and Brutes are fighting. By 2559, the Brutes have almost been wiped out by the Sangheili (as explained in The Return)
I imagine that the plurality of Brutes are still part of the Covenant. They’ll probably be in the Reclaimer Trilogy somehow even if not Halo 4.

A few options for the Drones. They either stuck with the Brutes because of their relationship during the Covenant, Drones were like Engineers for Brute ships because the Elites forbade Engineers from being on Brute controlled vessels. Or they went back home under the guidance of a new Queen. They are still bugs after all.
The Engineers fled to parts unknown en mass.
