I recall 343 saying depending on feedback, they would implement TU reach into matchmaking around the launch of CEA. Any word on this?

Never. This was the most pointless TU ever!
The TU is already implemented, but only in certain places. 343 can actually pick and choose which parts of the TU are active, and they can do so for each individual game variant.
Last I saw, the changes were live in the “TU BETA” playlist, and will appear again in the Anniversary playlists that get introduced with Halo: Combat Evolved: Anniversary edition.

The TU beta playlist is a beta, hence the name, so they could gather feedback and figure what they’re going to put in actual playlists
