I’m pretty sure it’s permanent.
Based on how each specialty pack was treated (minus the HCS packs), they will leave after an unspecified period of time, and their contents will be dropped into the normal REQ pool. The Memories of Reach pack, for example, went down that route.
As far as returning, it’ll probably won’t return again. Once the specialty pack goes away, it’s usually gone for good.
Then again, my words are based upon my experience.
It’s most likely not permenant, they have never done that with an armor pack. And they have not brought back any of the special packs they put up. So when it does leave it will not come back.
