The 8th, it has been out on a lot of things for awhile now. I think the real question is how do you not know by now?
If I am currently at the point of only buying gold packs should I buy a couple silver again to unlock the Uncommon| Rare Reqs that are releasing with Anvil?

Yes because otherwise you will get common/rare in gold pack and you will lose up to 5k RP each pack.
Also, cheer man, because in the silver packs you may get some RP boosts
