I’m making a origin for my Spartan and I am trying to find a perfect homeworld for him. Arcadia was my first choice but now I want a even better place, Emerald Cove. But I can’t seem to find out when it was founded. I want my Spartan’s origin to be cannon. And if no one knows when it was founded does that mean I can make my Spartan born at any date and have him join the Spartans at anytime?

But to answer your question, the Spartan-IIs trained there at some point, so it would be sometime before 2517, most likely somewhere in Humanity’s “Golden Age” of colonization between 2390 and 2490. So yeah, it would be possible.
