So what point in time is the wargames held? And how are the elites in H3 getting into it?

Between slipspace jumps and between missions.

Breakout mode is more of an off the clock thing, I think.

Halo:Online will have live SoS elites training with Spartans on Anvil Station, a space station made with a War Game simulator. I think the entire station is made for WG training by the high tier, as it is a secret to most of the UNSC.
