When/How shall I get DMR loadout?

I’m SR 23 and I have yet to obtain the DMR loadout REQ card. When can I expect to see it? Where? Is there something I need to do first?

Just use all of your points on silver packs until you get it. My friend got it around SR 10 but I had to wait until I was past 60 for my first one. Its rng luck you need.

Im level 50. I havent got one. Its really getting old. I just want my favorite standard loadout weapon. Apparently its an ultra uber extra legendary rare unlock.
