When does XP cap reset?

I got an xp cap, but i assumed it would reset after midnight. it did not. is this because i am in a different timezone? If so, what timezone is it that i have to pay attention to?

It resets at my midnight time in PST, which is -8 GMT currently.

It resets when the Daily Challenges change. Which is at 3:00 A.M. PST

Challenges reset at 2am PST for me. But my cap resets at 12am PST.
